Unclever graphic

Jon Stewart was making fun of FEMA on The Daily Show a couple of nights ago, and he pulled up a picture of FEMA's official website. Then he points to the graphic, and asks if they really meant to imply that DISASTER leads to RESPONSE leads to RECOVERY, all the way to PREPAREDNESS, and then that leads back to DISASTER.

I know they've gotten a lot of flak for not responding to Katrina fast enough, and ignoring corpses in the street, and giving carte blanche to mercenaries with machine guns, but there's a rationale for all of that. But putting a graphic on their site, which shows how their help leads to new disasters? Hehehehe.
